This is Yaya Han, seen here as Scarlet Witch (which is the first cosplay I saw her do).  She got enough attention from cosplaying that Marvel did an article on her (here).  She seems to know her stuff, she makes her own costumes, she's passionate and she puts in the effort.  If you got some time check her out.
